Supreme Court says students cannot be promoted without final year exams. And upholds the University Grants Commission’s July 6 circular to hold University final year exams. Court says States must hold exams to promote students. It says states under Disaster management Act can postpone exams in view of pandemic & can consult UGC to fix dates.

The bench of Justice Ashok Bhushan, R Subhash Reddy and MR Shah would be announcing the verdict on UGC Case today. States have the right to cancel the Exams but cannot promote students without exams. The directions of State Disaster Management Authority for cancelling exams in that particular states will prevail over the UGC directions. States cannot promote students without holding exams. If any State has taken a decision that it is not possible to hold exams, we grant them liberty to approach the UGC to seek an extension of the deadline.
